7:49 I don't think it could happen because the Station event closes the station more to the left that isn't finished and that Event it's the 4th one to happen, so It's almost impossible that at that time players would have built all the Station Building Spots up to the burial site

8:25 Forgot to mention that Fog in this scenario no longer stops the players from Excavating or Laying Track... it eliminates one of the spaces to do so in each of those action spots
