I have a few new tricks up my sleeve and I've improved a lot. Here are the new tricks I came up with.

-spindashing right at the start and immediately jumping
-grabbing the Cyan Wisp and angling it upward right
-maybe intentionally getting hurt by the penguin to phase through the ice blast
-jumping right at the downward curve on the ramp, double jumping, and ball dropping
-intentionally get frozen by the first ice blast, if it's blowing, after the spike tunnel to drop faster
-spindash on first platform and immediately jump, spindash on ground and immediately jump, spindash on ice into spring
-use well timed spindashes to get through the first part of the second area
-spindash again near the edge of the upper platform after getting up there with Cyan Wisp
-full charge spindash after climbing the wall after the spring then jump as you're going up the ramp
-collect Cyan Wisp on revolving platforms
-use Cyan Wisp a little bottom left of the first ice platform at about a 40° angle and keep an eye out for the first breakable piece of ice as an indicator
