This is what I used to change the music in my past video (see video response). With this tool, you can change the music.

Step 1: Download the MP3 tool (DUH). Download it here:
http://randomsonicnet.org/srz/s2music/s2mp3.zip
Step 2: Choose a song you want to replace with the level. Put it in the same folder as the MP3 tool.
Step 3: If you have trouble guessing what to name the song, open the MP3 tool AFTER you start your Sonic The Hedgehog 2 rom. Then when it starts the level, look where it says, "Now Playing: ___.mp3"
Whatever's in the underline, rename the song with that title. Otherwise, it won't work.
Step 4: After renaming the song, close both programs. Open the Sonic 2 rom FIRST, and the MP3 tool AFTER you open the rom. If you're successful, the song should be replaced.

IMPORTANT: THIS ONLY WORKS WITH A GENS OR A GENS+ EMULATOR!!!!!!!
