A lot of companies making games for the Atari 2600 in the early 80's were really just looking to make a quick buck with minimal effort. I don't think 20th Century Fox was one of them. They really did try to do something different. Sometimes they would fail, but sometimes, like in the case of Turmoil, they hit it out of the ballpark.
