If I remember correctly, there are references to a "horde mode" in the game's files that had Riggs fight alongside Walker and his men. Whether this was a unique mode or just a name for his AI in chapter 10 is unknown. His loadout was supposed to include a Glock - a multiplayer-only weapon - muddying the waters further.
