Crazy how this is still not close to perfect.
I believe 17.3XX is possible and 17.2XX could be possible with insanely good movement and perfect RNG.
I've been going for another time save at the push block where you don't hold left immediately after pushing the block down. Instead, hold right into the wall and then hold left after falling for a certain amount of time. This avoids hitting your head into the left wall and getting a more optimal turnaround after pushing the push block. It saves 3 frames at best. However, I did not succeed at this time save in this run.
