Following the events of Splinter Cell: Conviction, Patricia Caldwell, the President of the United States, shuts down the corrupt Third Echelon and replaces it with a new special operations and counter-terrorism unit called Fourth Echelon -- a team of elite operatives drawn from different agencies, who operate in a mobile environment and perform missions assigned directly by the Commander in Chief, led by former Third Echelon agent Sam Fisher. When a group of twelve terrorists calling themselves "The Engineers" initiate a deadly countdown of escalating attacks on United States assets called "The Blacklist", Fisher and his team are assigned to hunt them down and stop the Blacklist countdown before it reaches zero.
Blacklist again stars Sam Fisher, who is now the spymaster and commander of the newly instated Fourth Echelon. The game also sees the return of Fisher's old ally, Anna 'Grim' Grímsdóttir, along with new characters such as Isaac Briggs and Charlie Cole. Victor Coste and Andriy Kobin reprise their roles from Conviction.
Blacklist introduces a new gameplay mechanic called Killing in Motion, allowing the player to highlight targets and take them out in quick succession while on the run. The game is set in a third-person perspective so the protagonist and the objects around him are visible. As well, there will be voice integration with Xbox 360's Kinect peripheral, which will allow players to say things to distract enemies and then attack. The player can also use the Kinect sensor to control the protagonist with their body instead of the Xbox 360 controller. In the Wii U version, the Gamepad controller's touchscreen acts as an interface to access gadgets and other features from the protagonist's arm-mounted computer, or OPSAT.
