Splinter Cell Blacklist Multiplayer Errors Fix / Bypass (2024 and Beyond) [UPDATED]
69IMPORTANT: Registration and logging in works only after you enter a working server IP, including yours after you open dedicated server.exe. it won't work until the server you're trying to join is already started.
IMPORTANT: Don't use dedicated server.exe if you're joining, only use it when or if you're the one hosting. If you're hosting replace all instances of "127.0.0.1" with your IP address in "service.toml" (created in launcher folder after using launcher at least once) before you host and in the launcher.

This also works with public IP address, provided you type it correctly and you forward ports, see section below for how.
Hosting & Joining with RadminVPN (if you want to skip port forwarding):
1 - (Everyone) Disable Firewall
2 - (Everyone) Join or Create RadminVPN network and invite people
3 - (Host only) open "service.toml" with notepad and replace all instances of "127.0.0.1" with your IP in RadminVPN window
4 - (Host only) Start Dedicated Server
5 - (Everyone) Enable "Enforce adapter" in launcher and set adapter to RadminVPN
6 - (Everyone) Copy the Host's IP in RadminVPN window and use it to join in Launcher

TROUBLESHOOTING:

- You must disable Firewall or unblock game and server files in Firewall, including RadminVPN (pinging IPs kept failing until we disabled Firewall) and make sure the port UDP 13000 is open in your firewall.
Connection failed in launcher? Service not available ingame? or both?
- Enter the correct server IPs first (in Config and API server field) before you can register &/or login.
- This can also happen because of one of (or many of) the following reasons:
- Host didn't actually start server
- You're unable to reach server
- Host didn't forward ports correctly
- Your game failed to be injected by the launcher somehow
- If you use RadminVPN enable "Enforce adapter" in launcher and set adapter to RadminVPN.
- If you don't use RadminVPN, Exit it and Go to Windows settings + Change adapter options + Disable RadminVPN.
- Uninstall things like Hyper V and disable any adapters you don't need as they can mess with connection and searching.
- Make sure nothing is blocked by antivirus or anything, including ports, server files, your connection, relay nodes, VPN, proxy, incorrectly configured router...etc
- Always login with your own account or register a new account in any server you join, default accounts may already be in use.
- Exit and run everything again as Administrator.
No games found?
- Change 127.0.0.1 to your public IP address if you're hosting (or to your IP from RadminVPN)
- Don't use mods, modded .exes or wrappers, verify game cache or re-install it if you did.
- Check if your friends are actually creating or joining sessions in dedicated server window instead of just logging in.
Stuck in searching?
- Host has to restart everything (game, server tools and RadminVPN if you use it)
- Current version of the fix can cause search to get stuck when a lobby has more than 2 players, report this on the fix page on GitHub if you encounter it.
Remember to Restart server tools, game and also Radmin if you use it (as admin) if you ever encounter any issues as it can also help in fixing errors like getting stuck in connecting, attempting to join, service unavailable, multiplayer data error...etc.
