Stage 30 - Weird Damage Calculation Scaling / Chill Reactor Comparisons | The First Descendant

For some reason, my two chill reactors at ranks 2 and 0 deal more damage with chill abilities than my rank 5 chill reactor on Viessa. The only noticeable difference is that the ranks 2 and 0 have chill skill power substats.
Let me know if you have any insight as to why I only deal exactly 1 Damage with my rank 5 chill reactor on not only Viessa, but also my Hailey (Hailey isn't shown in video, but I tested it); on of course stage 30 enemies only.
