Project Shadow Blade (a.k.a. the Spectre Program) was a secret research project devised by Terran Dominion emperor Arcturus Mengsk after the Brood War.It would later be considered a subversive offshoot of the Ghost Program.The existence of Shadow Blade continues to be classified within the Dominion.
