First you must install a "Shielded Cargo Hold" in your ship. For example, buy it from the Crimson Fleet ship technician.

Optionally, also buy a Scan Jammer and the social skill "Deception". This further improves the odds to avoid detection while carrying Contraband.
Contraband are any items with a yellow icon (not like stolen items which have a red icon). These can be randomly found during exploration or simply buy it from the bartender in Neon Core, in the nightclub. He always has it, so no searching required.
Put it in the cargo hold of your ship (don't carry it in your personal inventory), fast travel to a populated planet to be scanned (like Jemison). It will show the % chance to evade detection. If successfully evading the scan, the achievement will unlock!
Contraband can be sold in Wolf - The Den. Or at Kryx - The Key (Crimson Fleet base).

Step 3: Put Contraband in Shielded Cargo Hold - 4:36
Step 4: Avoid Scan Detection - 6:26
