236Starfield Guide for How to Steal Spaceships / Starships for Fleet Commander achievement (Collect 10 Ships). How to board ships to commandeer them and add them to your fleet.
Method 1 - Explore Planets for Spaceship Landing Sites (randomly placed). These have spaceships you can enter.
Method 2 - Destroy Engines of a Spaceship in combat, board it, defeat the crew, enter pilot seat.
After stealing a ship you can register it at a Ship Service Technician, found on the landing pad of every major city. This costs a fee. Note that Crimson Fleet ships are considered hostile and cannot land in cities, except at the Crimson Fleet Base (called "The Key").
