I encountered this boss fourth in my playthrough but quickly found a sword with no upgrades and no air dash made this fight much harder. I came back after the Burnt Apostate and found the fight much more manageable.

The tell for the swords can be a bit too fast if you stay on the creature in the second phase but provided you don't get hit as it begins you can just outrange the entire attack. It can shoot a beam from across the room but provided you get back to it quickly enough you can avoid it or get plenty of free attacks while it shoots.
