Solution:
1. Ctrl+Shift+Escape, go to processes tab
2. Choose “Windows Explorer”
3. And press “Restart” on the bottom of the screen.

Or, you can create the following batch file for future use. Save the following code in notepad and save it as a *.bat file:
taskkill /f /IM explorer.exe
start explorer.exe
exit
