UPDATE: thanks to TheCakeIsAlive for the fix!
Make sure your "usr/lib/udev/rules.d/80-steam-controller-permission.rules" (might be called 99-steam-controller-permission.rules) looks like this:

SUBSYSTEM=="usb", ATTRS{idVendor}=="28de", MODE="0666"
KERNEL=="uinput", MODE="0660", GROUP="pgriffais", OPTIONS+="static_node=uinput"

Pretty annoying bug I ran into: when the Steam Controller is disconnected, and then reconnected, applications no longer see the controller as Xbox gamepad. This bug only seems to effect the Steam Controller, and doesn't happen with a regular Xbox gamepad.
