Nowhere in the coding does it say a chance at beating a pass block. All it says is upgrade to Super Win for everything with the addition of the eventual win.

Here is the issue with this, SP nullifies Super Wins always which basically garners the ability useless until the "timer" is done because there isn't a "chance" that is being granted.

Dual Threat:

This gives you the chance to defeat the pass block and get into your Super Win animations which is why Hutch was going nuts today. Its a glorified Edge Threat/Interior Threat with higher chance of winning

Here is the kicker, when you pair ET/ETE with Unstoppable Force on the outside and pair Interior Threat with Unstoppable in base sets in the 1/3 techs, you are now granted that "chance" to win the pass rush.

So think of it like this:
ETE/ET/IT is your ability driven chance with Unstoppable being the All Day counter
Unstoppable is just the All Day counter
Dual Threat and Colossus is the SP counter (which means we need an All Day counter paired with one of these to get the ultimate pass rush right now)
