When you arrive at Sirena Beach, you will find Hotel Delfino missing and the entire beach covered in a type of goop that electrocutes Mario when he touches it. This is all the work of Phantamanta, a formidable boss that moves like a shadow while leaving more electric goop in its wake. When you spray Phantamanta, the water causes it to split into two smaller versions of itself, which then split further and further as you continue to spray them. At the end, all of the tiny Phantamantas will turn red and swarm after Mario, but these can be destroyed by spraying them. Only once all of Phantamanta is gone does the hotel return.
