TLDR; Swirl is something you swirl from the enemy's aura. What element you swirl is indicated by the color of the swirl damage. Swirl is simple but complicated, and it's easy to swirl the wrong element (wrong VV shred). Also, 4pc VV needs the wielder to be on the field. This means that if you're off-field, then infuse and swirl an element, 4pc VV doesn't shred any element.

You can only VV shred with the correct Swirl. Infusion can also cause swirl as it also deals Anemo DMG, but the main application of it is to apply an element.

There are only 2 specific cases in which you can swirl not from the enemy:
(1) Sunfire Jean where you cleanse by swirling your own aura
(2) Guoba Swirl with Sucrose (yes, only Sucrose)

Btw I used the wrong term, it should be Absorption instead of Infusion, but you get the idea (sorry if it causes confusion)
