Note that you can check affinity by going to edit party and then press L1 and you'll be able to see it

The rest of the characters not listed only need to be at Rank 4 to Trigger the Cutscenes.
They will usually be located in Trade City or Obsidia Castle Town.
If they are not in those areas they will be in the following areas: Pigorest Valley, Mount Zohrun, and Volphon Drylands.
Getting to Rank 4 is easy but Rank 5 does take a bit.
