One of the more inhospitable regions of the Morrowind mainland, the so-called Grey Meadows is really nothing more than an extensive chain of swamps, marshlands, and bogs stretching all the way from the base of the Velothi Mountains down to the Inner Sea. This region of low-laying land is one of Morrowind's more unique geographical features, resulting from the run-off of thawed snow that cascades down from the Velothi Mountains and ash drift from Red Mountain, it makes for one of the more unusual locations you'll visit on the Mainland. Despite being located so far north, the Grey Meadows is kept warm by geothermal vents, which also serve to turn many of the roads here to ashen muck, but even so you'll find a number of small settlements and isolated hovels in this region, where people make some form of living amongst the mud and stench. The two dominate settlements include the small port town of Rhun Huk, the only town that offers direct shipping lanes with the rest of Morrowind in the Grey Meadows, and the major city of Kogotel that sits right on the edge of the Grey Meadows and Velothi Mountains border, an important militaristic city that takes advantage of the natural terrain to form imposing fortifications. Controlled by Great House Redoran, the Grey Meadows has a fair share of military checkpoints and outposts, and bandits are rarely found in this region, though the bogs may keep them away as much as the strong Redoran presence. Still, the swamps of the Grey Meadows are filled with ruins, both ancient and more recent, with Dwemer ruins, abandoned shacks, and ships run aground all slowly being swallowed by the seeping wetlands, sinking relics from past attempts to civilize the bog.

Tamriel Rebuilt released the Grey Meadows region as a part of the Tamriel Rebuilt Alpha (aka TR Preview) back in 2014. The Grey Meadows Region is mostly complete exterior-wise, though it lacks interiors, NPCs, and quests at the moment.
