It is a complementary view of the Questions Arc, formed by [Ch1:Onikakushi /Ch2: Watanagashi / Ch3: Tatarigoroshi]. So you'll need to read those 3 first or you'll get spoiled. But there is no other requirement, you can read it before Ch4 if you want, or just come back after you finish reading the 8 main chapters.
It only has a Japanese release so if you want to play this English version you'll need the Steam version of Ch4: Himatsubushi and use the 07th Expansion Mod to play this and other Console-only arcs.
