21) select "ps4 controller configuration"
2) from Steam menu / setting / Desktop Configuration / browse config at bottom bar / Recommended / Choose Disabled (if you dont disable it, the game will be interfered by Desktop Configuration! so REMEMBER to disable it!)
3) You may not have a prior saved Controller Layout Config item, so you must select any game , then:
a) click Manage / click the Atom icon / choose Joystick Move for Input / Left Joystick for Output
b) Click Additional Settings / Choose Linear , Circle / Enable Deadzone (choose Configuration) / DeadZone Inner (drag to leftmost) / DeadZone Outer (drag to rightmost) /Sensitive Horizontial and Vectical Scale (drag to rightmost) / Output Anti Deadzone and buffer (both drag to leftmost)

p.s. Steam prioritizes the (Desktop Configuration) to control the Controller, so a lot of people found failure in using PS4 controller even they had configed the settings in point 3. So you must disable the Desktop Configuration. This is a bug of Steam. Doing according to the above will liberate you. Good Luck.
