AMD Radeon RX 580 is base on Vega 10 and the current AMD Radeon RX 480 is base on Polaris 10.
I will say do not wait for the AMD RX 580 and just buy the GTX 1060 or the GTX 1070 Which is way better than AMD RX 480 and AMD RX 580 will be only 20% faster which not huge.

Also the RX 580 will be base on 14nm with lower TDP But we can't trust AMD Anymore and i was a AMD Fanboy but not anymore.

So my answer is not wait for the next AMD Graphic Card and just pick up the Nvidia Graphic Card
