Biography
Events in Dying Light
He is a member of Rais' Gang found in the slums of Harran. He is found hiding inside a shanty house near the Tower and calls out to Kyle Crane in the hopes of challenging him to a series of agility courses.
Over the course of The Best Runner challenges, he appears to grow more impressed with Crane's abilities and treats him with more respect.
When beginning the final challenge, Rocket will comment to Crane that it will be the last race because his bosses are getting suspicious. Once the challenge is completed, Crane will be brought back to Rocket's location as normal, but Rocket is found dead. Crane comments that he was a pain but "deserved better," hinting that Rocket was killed for his association with Crane.
Rais' Men is a group of hostile survivors who appear in Dying Light. Served under Rais' control, they can be found on patrol, raiding Airdrops, attacking hostages, or transporting prisoners throughout Harran. You will also have to fight them several times during story missions.
They carry various melee weapons and sometimes have firearms. Many are seen wearing masks, clothing, and armor consisted of yellow and black.
Barbarism
Rais and his soldiers operate on a set of cruel values and utilize the condition of having no civilizing influences or refined culture; ignorance or crudity. The rallying cry that they have adopted is from a quote by Robert E. Howard, which states that: "Barbarism is the natural state of mankind. Civilization is unnatural. It is a whim of circumstance. And barbarism must always ultimately triumph". If someone wants to join up with Rais, they have to eat a pair of human eyeballs, as told in the escort sidequest Poaching from Rais.
The Slums is the starter location within Harran in Dying Light & Dying Light: Bad Blood, and is the first zone the player explores.
Overview
Before globalization due to new oil discoveries and the Harran Global Athletics, this area of Harran is named aptly so: as it is essentially a slum. A low classed neighborhood, cheap housing, and a poor district, the slums are the worst living district of the city. Sometime in 2014, the Slums came under an "Urban Renewal" building scheme called the "Harran Redevelopment Project", where the project started with The Tower. It was supposed to be "Two multi-family residential located in New Town", and it is evident that the slums were to be converted into 'New Town'. Two main factions are now there, The Tower and Rais's Bandits.
Harran is a large fictional city (implied to be in Turkey) and a major location within the game of Dying Light. The distant skylines and high-rise buildings give a sense of enormity and depth to this urban structure. Like most major cities and urban hubs, some parts of Harran are wealthy and affluent while other parts are not so prosperous. During the central campaign, and the side missions, you will be traversing these two major areas of Harran's urban jungle in order to stay alive.
