This is second time this happened to me with this character. Game just forgots to load certain part of the land and you can fall through it. I didn't try saving in the water and quit and start the game again, as this glitch disappears if you quit and start the game again. First time it happened between the road of Skingrad and Kvatch, now it happened in Shivering Isles.
