Not entirely sure why it happens. Took this video to see if anybody would see it and potentially have a solution for me. It doesn't always look this way, just happens sometimes after loading a new map.

Seems to affect rocket smoke, grenade smoke, flamethrower fire, flare gun fire, players ON fire, and gibbing blood.

Edit: Was a video card overheating issue. After replacing the card it's fixed.
