He will let you buy one, however as of this video being made there are a few things wrong with it. The capture device's sound is kinda off at least to him not sure about me since I remember having similar problems and fixing them and the screws he says are a little bigger than what they should have been which I will try to fix.
Otherwise, feel free to order one yourself and he has 3 options, do it yourself which is a bit cheaper, send your 3DS in and have him install it himself or he will even buy you a brand new 3DS and install it on to that 3DS (of course you will be paying for said 3DS too)
