5 Best duchies in no particular order are:
Thrace (Byzantine/ Eastern Rome capital)
Chola Nadu (Insane dev in 1066 in the Indian Subcontinent)
Paris (France is always strong in Paradox games)
Praha (Bohemia and czech culture is insane for tall gameplay)
Baghdad (Mesopotamia is ez to dev with floodplains and the insane House of Wisdom special building)
