Prussia provides a somewhat unique challenge in game, only found in one other location: Italy. You have to get all the German Cores either under your banner or in your sphere. This will involve fighting the French, the Danish and the Austrians. The French will frequently ally the Russians and the Brits are your only viable ally, and they will only serve as a distraction against the French. But have faith, if you can force Austria down from it's Great Power Status, you can form True Germany with all the German people under your banner.
