Gasp! Israel thought they could leave a militant government in Gaza and basically bribe them into acceptance of status quo. The government (the _Palestinian_ one) of the West Bank was once militant itself. But the West Bank is increasingly colonized by Israel, and the local government is felt to be untrustworthy, corrupt and collaborationist.
