Yea because I've had this quest for so long I guess something got glitched at some point in time, so I think this may now be unfinishable because of some guy glitched into a staircase. Oh well, I'm surprised I've managed to avoid quest breaking glitches for over 209 episodes so far since I know this game is just full of these things but whatever. Guess it's time to just move on and maybe hope it somehow fixes itself later on.
