In the Wellwishes Thrift Store, there is a room with a Clicker lying on the floor without legs. The safe is there, and the code can be found in the graffiti in the bathroom, with Stacy's number.

Behind the Shear Lux Hair Salon and Velvet Tattoo Shop, there is a garage blocked by a dumpster, full of Runners inside. The safe is right by the entrance, and the code is found in the "Dale's Combo" artifact.

On the locked room in the apartments building, break the glass from the second floor and jump to the ledge or enter by climbing a nearby van close to the windows. The code is the anniversary marked on the calendar in the same room with the safe.

After dropping from a ladder onto the water, just almost near the hospital, go to the left onto solid ground and keep going ahead onto Weston's Pharmacy. The safe is in a room that you have to access by crawling. The code is in "Pharmacy Note".

After entering a building with the boat and passing through some wires, you'll need to get down to lift up the shutter. Take the stairs to the left and move the trolley to be able to crawl through the hole to get to the fenced area with the safe. The code is in the "Stash Note" artifact.

After exiting the Warehouse, and passing by the cabin, there will be a locked door in the big building in front, you can access it by a hole on the left side. The safe is inside, and the code can be found on the "WLF Gun Cache Note" artifact inside the cabin.

On the top deck of the wrecked boat, right once you reach it, head left and climb onto the hole, and it's on that room. The code is found earlier in the "Mutiny Note" artifact.

It's on the same apartment you reach after jumping into the balcony, while crossing the buildings with the rapids, there is also a white board here with a map of areas cleared. The code is hinted in the "Neighbour Exchange" artifact, as is the combination of that room number and the contiguous to the left when exiting.
