Occupying Base 1 is a Sovani you might have already seen in the first part of the game, where he gave the After a Day's Work... quest, he wasn't the most friendly guy back then, and he certainly isn't friendlier now!
Snievan comes accompanied by five unions of enemies, so do try to clear them up ASAP, Caustic Blast, Synergies... you know the drill by now.
Snievan can be a rather dangerous foe, mostly because of his Lugh's Revenge Art which will KO one of the unions Deadlocking him, no ifs and buts, I have never seen anyone surviving that attack, so just accept the loss and be ready to revive.
Once his HP gets low, he will use Miracle to improve his stats and will add a new Art to his arsenal, Phantom Pain doesn't deal any damage but drastically lowers your morale and Curses a union, making it a rather big annoyance, try to end the fight as quickly as you can once you reach that point.
And thankfully, in this version Snievan ALWAYS drops his Heart of Loyalty, because restarting the whole Base multiple times to get it back in the X360 wasn't fun at all, and Snievan's Belt, which you can create with it, is greatly appreciated by Combat-oriented Sovani in your party.
You also get the Brionac, granting Torgal access to Lugh's Revenge as a Unique Art.
