Zeed, a crime syndicate dealt in terrorism, kidnapping and weapons acquisition was once defeated by Joe Musashi after rescuing the Oboro Clan children Zeed took as hostages.

Neo Zeed rises from the ashes of the old and with their alarmingly growing power, they took the chance to focus their efforts to crush those who use the power of stealth.

The Oboro Clan was attacked leaving most of their members killed along with their current master. Even worse, Neo Zeed took Joe Musahi's fiancee, Naoko.
