constrainfloorelevation false
set up your area to work with by placing the walls at least 2 spaces inward from where you want the fence to be placed. Using the constrainfloorelevation cheat you will split floor the wall until it is one step high. In order to get to one step, after leveling down by 3 stair heights, you need to hold alt while placing the stairs to level down 1 step at a time. Once done properly it will look as if the floor tiles are lying on top of the lower floor. Then place a fence around the floor tiles. It will give you the look as if the fence is surrounding a platform instead of being on top of it and it will hide the sides of the floor tiles.
