161The gates to hell have opened (which is not at all very good) and the Daedric forces of Oblivion spread through the countryside. Meanwhile, an entirely different sickness spreads through our streets. The homeless. Or as they'd call themselves, "poor old beggars". In this conference I will be discussing the effects that the penniless population have on Cyrodiilic society, as well as proposing a solution to combat this new issue.
