My theory: all the people that can be mind controlled are clones (of whom??) that are grown in the upside down water. The little boy is a boy from the outside world, his parents are rebels that were taken captive? (whyyy?) They know he's not a clone, but because he's not wearing just plain dark clothing or a mask they know he's not one of them? And he is infiltrating the city to free the other rebels? Idk.
