Propaganda techniques are used to influence public opinion and perception. The Millennium Development Goals (MDGs) aimed to establish cultural indicators for the Asian region with the involvement of UNESCO and the UN statistical office. It is a mark of distrust and derision for the indigenous assessments of progress. While initially unknown at the grassroots level, from around 2006 they started to gain attention from some state governments under some invisible compulsion. UN agencies initially doubted countries' success in achieving MDGs, but they later appreciated their role in galvanizing countries and citizens towards better standards of life. Additionally, the UN's reach led to the establishment of 17 sustainable goals, through UN working groups, which have been implemented by many governments, yet have no transparency.
The influence and control by foreign agencies, such as IMF, World Bank, and stock exchanges, are visible and overt, significantly impacting India's economy. Efforts to promote cultural ingraining, independent thinking among bureaucrats, and the importance of political will for implementing change are crucial for reforming and policy-making in India.
About The Speaker :
Rahul Goswami is a UNESCO expert on intangible cultural heritage in the Asia-Pacific region. Since 2011, he has trained and advised government officials, researchers, traditional knowledge bearers, and practitioners on methods to identify, document, and safeguard traditional knowledge systems and intangible cultural heritage. He is an adviser to India's Ministry of Environment, Forests & Climate Change on the place of agroecology in the sustainable use of natural resources and the application of local knowledge in the Himalayan and hill regions. Earlier, he worked with the Ministry of Agriculture on the revitalization of the agricultural extension system through participatory methods.
