To explain what happened Sasuke can charge up his ninjutsu to alow him to teleport himself to his opponent for a instant chidory after the teleport. You have a split second to counter after his teleport but your timing has to be perfect because he will always hit you if you are slightly early or late. There are only a few ways to counter his chidory but most things don’t work since the teleport is so fast after he charges up and his ninjutsu takes priority over most moves including ultimates since he teleports. A perfectly timed Rasengan is one of the few ways to counter it and some flick attacks will work like adult Sasuke’s Almighty Push or Neji’s palm rotation but if you don’t use those way in advance they will never work because they will activate to slow and Sasuke will hit you first every time
