A mercenary convoy is made up of 3 armoured trucks that will display as red on your mini map. Eliminate all the mercenaries, destroy the convoy, and select the mercenary stronghold keycard. The keycard is sometimes glitched and won't work for you, so there's nothing you can do but just start the mission again.
