Thresh E Bug? Not pulling/pushing away

0So it seems when the enemy stands right on top of you (which will of course be the case when you Q towards them), Thresh's E doesn't push or pull them at all? Is this a bug or actualyl meant to be, because it annoys me when part of my CC just goes to hell for no apparent reason.
