Tip 1: Space Marine Plasma Rifles have a range of 25, whereas Scout Marines have 30. Cultists and CSM both have 30. The extra range makes a big difference when attacking listening posts that have been upgraded. The scouts are able to attack outside the range of the LPs, whereas space marines cannot.

In order to take advantage of this extra range, you must move your units closer slowly, you cannot do attack moves, or they will advance within range of the listening post and begin taking fire.

Tip 2: Manually controlling your LPs can enable them to fire slightly outside their indicated maximum range.

It never made much sense to me that the same weapon held by a different unit will do a different amount of damage. I could see accuracy making a difference. If a weapon does a more damage, should have a different name. However, I did not realize that they may have greater or lesser range too!

It appears that Target Finder research does not have an effect Scout Marine Plasma Guns. However, it does increase Sniper Rifle Damage.
