I'd say it's RT performance (in ToF) perhaps identical to RTX 3050.
We AMD Users had to resort to RSR since there's neither DLSS nor FSR feature available if they wanted a similar "upscaler" feature in ToF. But don't get me wrong, we don't really need RSR to get the max configurable in-game FPS which is 120 at native 1080p. At least on RX 6600. It's just that we need it when we want to use RT without massive performance loss.
