15Savestates were NOT used during gameplay.
You'll need all four switch palaces to get this exit. Apart from that, it's pretty easy to find because it's on the main path. There isn't even a separate path; once you find the place, the key's right there. That's ok though; the last levels provide more than enough challenge.
