The missing item, Spider Ball, was located in Sanctuary Map Station, which is locked by Light Suit. I thought that Light Suit had to logically be locked behind spider and boost (Agon Storage C, the room at the top of Bioenergy Production), so I thought Spider couldn't have been locked behind a Light Suit check. Turns out no tricks logic expected me to reach Storage C with Screw Attack to get Light Suit, so Spider Ball being locked behind Light Suit was fair game ¯\_(ツ)_/¯ This was super frustraitng as I had all 9 Sky Temple keys and I think you can get past Emperor Ing's cocoon phase without it, though it would've been very annoying.
