0Trying to keep this public hospital afloat on a very limited budget, no steady income from cures nor diagnosis, and depending entirely on public targets for funding.
Tips: get a loan and immediately invest in training and research room. Keep researching for money.
Easier targets include refilling vending machines, shooting monobeasts, unclogging toilets and watering plants. Buy 3 plants at the start, and when you need to meet the target, place them by radiators so they wilt faster.
Do not upgrade machines, train, or promote staff unless public target asks. Train and promote sparingly to improve staff's happiness after reaching 2 stars. If you fully upgrade a machine, sell it and buy the low level again so you always have something to upgrade.
Have fluid analysis and mega scanner for diagnosis once you can afford them, get rid of cardio.
Set the ward, DNA lab and psychiatry for treatment only. If your doctors have a hard time discovering 8-bitten (mine took forever), revert these rooms to diagnostic, and bump 8-bitten patients to first in line. Once the illness is discovered, revert these rooms back to treatment only.
