The 2 Frank West setups are meant to be used on characters with the bigger frames, because the normal raw tag will make Frank hit them and they'll autmatically air tech out preventing you from snapping the 100+ combo picture for the level up. Instead use Vergil's Round Trip off the wall bounce to allow you to Raw Tag into Frank and keep the combo going while you knee drop them for the easy picture.

Combo 1 is for when you do not use the Frank assist , the way it works is you can use the Vergil assist to push them back full screen making the snap safe.

Combo 2 is for when you use the Frank assist, do the normal BnB not the H loops because it'll build more meter and allow you to barely get a 3rd bar for the snap into super with Frank!
