This bug happens after you killed someone. If you equip the flak cannon and shoot at the poor enemy in short range, the announcer message "Shredded" appears with the various voices (Butchered, Nasty, In your face). Well, in this video, this happens also on the dead. Thanks to Vick'Zy for being the victim lol
