The players could select any country as long as it’s not a starting great power
The way I set up the campaign is that I manually released all the countries and took a save.
Cause i'm too lazy to create a mod
Which meant we had to load a save for the first session.
And if you know anything about Victoria 3’s nakama system.
It is incredibly unstable when loading saves, which means you cannot make any changes to your country or unpause the game while people are loading in.
But a few people decided to ignore my instructions and caused us to have to rehost more than a couple of times
