After I find the way.... why the music mute... I finally figured it out how to fix it, thanks to _inmm.dll setup.

Anyways here's my favorite rail gunner game, I really enjoy this playing this on Windows XP back then (Well... Virtua cop 2 sadly) but hey I really enjoy it so far.

Virtua Cop is a 1994 lightgun shooter created by Sega AM2 and designed by Yu Suzuki. Its original incarnation was an arcade game on the Sega Model 2 system. It was ported to the Sega Saturn in 1995 and Windows in 1997.
